Yes that does seem to be his position and we can’t of course say for sure that this crisis isn’t going to happen. And it is an idea which helps attract attention to the UBI cause. But I don’t like to see people making firm claims that such a crisis is imminent, when really that’s just speculation.
A lot of people have seen graphs and statistics that look impressive and convince them that a crisis is underway or imminent. But as an economist with training in statistics and econometrics, the stuff I’ve seen being passed around the internet isn’t usually at all convincing to me. Hopefully you’ll accept that what looks ‘reasonable’ to a layperson may not be at all convincing to an expert.
