That is one possible way to go, when ‘Basic Income’ is first introduced. A true Basic Income, however, will need to be sufficient to meet all of a person’s essential expenses — and that include housing costs. If you don’t do that and you continue to have means-tested welfare payments to cover housing costs, then you can’t get rid of so much bureaucracy and you may still have major poverty trap problems.
