No. That’s not actually correct. It isn’t based on the assumption of flat taxes. In my examples, I used a flat tax rate, to help keep things simple to understand. However, you can have progressive tax rates with either a Negative Income Tax or a Basic Income — and the two systems can still be designed to have exactly the same outcome for everyone, in terms of disposable income, even with a progressive income tax system.
