Obviously, there would be a lot more detail you’d have to provide in order for a reasonable assessment of the viability of your plan to be made. You’d have to explain the rationale behind your plan and many of the practicalities, such as those concerning who would manage the system and make key decisions.

I’d like to know what your plan is for developing your ideas. In particular: Are you a skilled economist, or are you intending to rely on the skills of other people in order to be able to assess the viability of your plan and develop it further?
