As I explained in the next sentence: “At the very least, there ought to be on offer some sort of firm plan as to how the policy in question can be delivered.”

I don’t think we can reasonably claim that there was a ‘firm plan’ for delivery at the time.

But we’ll see what happens now, of course. Perhaps Brexit will be delivered. Perhaps it won’t be!
