$12,000 is enough to live on in a lot of places, especially if it is combined with free healthcare — so it could be considered sufficient to be a Basic Income.

I accept that the fact that children won’t get the payments might disqualify his scheme, in some people’s eyes, from being a proper ‘Basic Income.’

Finally: If children get a subsistence level of Basic Income, this is hardly likely to encourage people to have kids ‘just to take advantage’ of the extra money they would receive, since that extra income would likely be completely offset by their extra expenses.
